Risk Senior Credit Officer - South Cone Subcluster head and Argentina RMCO

Job Overview

The Risk Management Country Officer (RMCO) for the South Cone (Argentina, Uruguay and Paraguay) a senior risk representative that serves as the single point of contact for franchise-level Risk matters in each country. They play a critical role in oversight of review and challenge performed by Independent Risk Management in country and serve as key Risk partners to the respective Citi Country Officer and Banking Head (CCO & BH).

RMCOs are expected to demonstrate working knowledge of all Risk verticals, regulatory issues, internal audit processes and issues, and awareness of how external events can affect their countries' exposures, liquidity, and operations. They are expected to build and maintain networks within countries and regions, foster teamwork among Risk teams in the countries, participate actively in regional and global Risk Management forums, and promote awareness of issues and concerns specific to their countries and regions. RMCOs provide critical second line of defense challenge in line with the Risk Governance Framework; they oversee all Risk-related regulatory and governance matters across all legal entities in each country and ensure timely escalation and resolution of Risk issues from all Risk segments through established escalation channels to the appropriate country, regional or global governance committees.

Among key responsibilities of the RMCO, and as required by local regulators, are: Regulatory requirements, reporting, and engagement, Governance Standards, Stress Testing and Capital Planning, IFRS9, Legal Entity Management, Crisis Management, Climate Risk, Environmental, Social and Governance, and any additional franchise responsibility related to core role and responsibilities as second line of defense.

The RMCO role for the South Cone is expected to dual hat with the Risk Senior Credit Officer role covering Argentina, Uruguay and Paraguay. The Risk SCO is a senior management-level position responsible for the management of Citi's portfolio exposure to clients and counterparties by providing second line of defense review and challenge for credit approvals proposed by the business and by monitoring the Citi portfolio and identify credit mitigation actions. The Risk Manager will be responsible for reviewing, challenging and risk managing both Investment Grade and Non-Investment Grade exposures. The position will interact heavily with Citi’s Corporate Banking, Institutional Credit Management Underwriting, and other product/markets groups in pursuit of its portfolio management and credit approval duties while accomplishing results directly or through the management of a team or department.

Responsibilities:

• Lead a team/organization responsible for risk management activities associated with the wholesale credit portfolio
• Maintain and manage a portfolio of credit exposures (including IG and NIG counterparties) from Argentina, Uruguay and Paraguay Corporate clients in compliance with Citigroup’s policies, procedures, and best practices. Responsibilities include review and challenge of quarterly and annual reviews, risk rating accuracy, ongoing determination of emerging risks, and decisioning/recommending of incremental exposure requests
• Produce credit and exposure analyses to ensure aggregate risk exposure to customers remains appropriate to credit standing
• Apply understanding of inherent credit risks for a range of banking products including lending, structured/acquisition finance, and capital markets transactions
• Provide credit risk approval for new transactions as SCO. Advise and make concise approval recommendations to senior management.
• Partner and collaborate closely with Citi Corporate Banking and Institutional Credit Management Underwriting (ICM) organizations, on risk mitigation at both inception of transactions and on an ongoing basis and ensuring clear communication, particularly with respect to effective challenge (transactions not to be approved, modification to structure or additional due diligence/conditions to approval).
• Interact directly with Credit Review Function (BICR), Internal Audit and banking regulators during their periodic and ad-hoc reviews.

• Conduct internal and external oversight reviews and manage Operating Committee engagement
• Serve as the main point of contact with local regulators and internal audit function on integrated risk matters
• Demonstrates particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
• Makes informed business decisions that consider risk assessment, the firm's reputation, and compliance with laws, rules, and regulations.
• Ensure compliance with applicable laws, rules, and regulations, upholding policy and ethical business practices

Qualifications:

• 12+ years of relevant experience, including relevant experience in people management. Desirable banking experience or financial institutions.
• Current Senior Credit Officer (or external equivalent) approval authority preferred.

• Broad and comprehensive understanding of the credit risk field, recognized as a subject matter expert. Experience in managing Credit risk in different Industries or Businesses.
• Experience with wholesale credit portfolio performance monitoring and metrics
• Strong understanding of corporate finance, bank and capital markets products.
• Comprehensive understanding of strategic direction of the function
• Proven ability to guide decision-making processes and implement technical solutions effectively.
• In-depth conceptual/practical grounding in the function and/or expertise in related subject areas
• Fully Bilingual (Spanish & English)

Education:

• Bachelor's degree/University degree or equivalent experience, Master's degree preferred
