Technical Assurance Lead
Overview
The Technical Assurance Lead will join the HS2 Track infrastructure project at the initial design phase. The role involves leading the Technical Assurance team to support FBRS's design delivery, ensuring compliance to requirements, facilitating configuration and technical change management, and managing technical assurance activities for self-assured project delivery.
Key Responsibilities
- Prepare, implement, and maintain the Requirements and Assurance Management Plan (RAMP) for technical self-assurance at each HS2 lifecycle stage.
- Establish and maintain the Contractors Technical Requirements Baseline, ensuring design compliance with Works Information, standards, and statutory obligations.
- Develop plans demonstrating FBRS's delivery of a safe, compliant, integrated, and verified product.
- Ensure production and integration of assurance evidence with supply chain artifacts.
- Promote efficient processes for evidencing technical requirements coordinated with FBRS design teams.
- Manage requirements related to specific functions and performance standards, monitoring delivery and residual risk plans.
- Oversee progressive assurance evidence delivery through project lifecycle stages to avoid protracted approvals.
- Manage processes for Undertaking & Assurances (U&As) and Departures in collaboration with design delivery teams.
- Maintain registers and processes for managing variations to the Technical Standards Baseline.
Management Responsibilities
- Lead and manage the Deputy Technical Assurance Lead and Technical Assurance Engineers within FBRS design delivery teams.
Programme and Information Coordination
- Plan, coordinate, and submit all technical assurance activities, resolving related issues to ensure Level 3 certification for each work package.
- Lead reviews and quality assurance of assurance packs and TA artifacts.
- Manage progress reviews, tracking, and reporting of assured deliverables in coordination with design delivery leads.
- Lead presentation of assurance packs for lifecycle stage gate acceptance panels.
Additional Responsibilities
- Deliver technical assurance communications, training, and mentoring to design and construction teams.
- Contribute to continuous improvement of technical assurance strategies, processes, and systems.
- Collaborate effectively with project teams, leadership, clients, subcontractors, regulatory bodies, and stakeholders.
- Support identification of change, risk, opportunities, efficiencies, and cost savings.
Key Skills and Qualifications
- Degree in Civil or Mechanical Engineering (or related field).
- Chartered IMEC, PWA Institute or CEng ICE desirable.
- Experience in major multi-disciplinary rail projects, high-speed railway projects, and UK projects.
- Specific experience in HS2 assurance delivery valuable.
- Proficient in design coordination, design interface management, and assurance documentation.
- Strong communication, leadership, and management skills with a collaborative approach.
- Ability to motivate teams and make confident decisions.
- Focus on efficiency and harmonizing design and buildability requirements.
